  In August 2006, a decision was issued to establish the CHEQ as a non-profit institution working in Palestine. The Council is run by 13 members including specialist Palestinian academics who cooperate with number of Arab academics all over the Arab countries. The Council observes and measures quality of Arab universities, with the aim to help these institutions enhance the management of their quality and standards.

The Council publishes the studies and reports raised to it by its local and external members. These documents should reflect a realistic picture of the status of the Arab universities, highlighting its areas of weakness as well as its areas of strengths. It is hoped that these reports would promote efforts to introduce an effective reform policy that would bring about real improvements.
 

Tasks and Objectives of the Council

The Council aims to achieve a major objective which is to encourage continuous improvement in the management of the quality of higher education in the Arab world
It seeks to make this contribution through:

1- Observes Quality standards in the Arab universities through specialist and certified Quality observerors, who work with the Council in every Arab country. These observerors report their observing activities periodically to the Council.

2- Accrediting new higher education institutions which work in distance education.

3- Accrediting new academic & professional distance learning programs.

4- Produce annual reports identifying the positive and the negative aspects of higher education in Palestine and the Arab countries.

5- Cooperate with a number of reputable and outstanding Quality institutions worldwide, provide them with annual reports, and distribute these reports to some media means for wider circulation.

6- Encourage Arab universities to enhance their quality standard by means of reorganizing their institutions yearly, according to Quality standards based on the Quality indicator outlined by the Council.

7- The findings of the observing process will be published at the end of every academic year on our website, and will be distributed to universities and Quality institutions.



Quality and Quality Assurance

Several definitions have been set for the term "Quality" most of which have a purely economic feature.

"Quality" has been defined as the customer's or beneficiary’s satisfaction with the product or the service, and how far the product or the service is free from deficits or defects. It also means knowing the beneficiary's expectations from the service, and satisfying his quality requirements.

In Education it is difficult to arrive at a direct or a precise definition of "Quality", although the term is widely used in Education and Learning issues.
Some people describe the term "Quality Education" as being elusive, vague and to a large extent controversial, just as is the case in industry.


"Quality" concept falls within six major axis:

1- Quality means achieving objectives; therefore a higher education institution of high quality lays down specific objectives, and achieves these objectives in a good manner.

2- Quality inputs and process: accomplishing objectives depends on a number of factors ahead of which is the quality of materialistic and human inputs, and the methods and operations used to invest these inputs.

3- Standard Quality: The term "Quality" here is standard instead of being only descriptive. The performance is rated as "excellent" or "good" or "bad" based on a definite standard degree scale.

4- Quality Vs Quantity: Good education strikes and maintains a balance between quality and quantity.

5- Technocrat óóQuality: is the ability of the educational system to meet the technological and economic needs of the community.

6- Tripartite Quality: is a combination of three sub-Quality types:

a- Design Quality, where the specifications for planning and work are determined

b- Performance óóQuality: is undertaking works in conformity with specific standards.

c- Output Quality: Getting an educational output and educational services that meet the expected specifications.
 

Accreditation

University institutions which operate under the system of distance education and wish to be accredited and have accreditation for their educational programs, please send a request to this regard and will provide you with ad hoc forms. The request should be sent by e-mail to the secretary of the council.
